Should it be Marketing, Communications, IT, HR, regional offices, or an external <a href=\"https:\/\/enspirefx.com\/\">web development<\/a> company?<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">What has years of building websites for large organisations taught us about website governance and content ownership? I have seen several large websites with good designs but poor content management. The problem is rarely the website itself. The problem is that nobody clearly knows who is responsible for updating it.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A homepage may look good while outdated staff profiles remain online for years. A company may publish a new service without updating the relevant page. A regional office may publish content without following the organisation\u2019s established structure.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">This usually happens because the organisation gives several people access to the website without clearly defining who owns the content.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">At <a href=\"https:\/\/enspirefx.com\/\">EnspireFX Websites<\/a>, we\u2019ve built corporate and <a href=\"https:\/\/enspirefx.com\/industries\/ngo-corporate-web-design\/\">institution<\/a> websites since 2019, and we recommend a simple governance structure that separates ownership, editing, approval, and technical management.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">1. Separate Ownership from Editing<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">The first mistake organisations make is treating ownership and editing as the same thing.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Several people may need to edit the website. HR may need to publish job vacancies. A communications officer may need to publish news. A department head may need to update a service page. A regional office may need to publish an event.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">However, these people should not automatically become website owners simply because they have editing access.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">Ownership brings accountability.<\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">The website owner is responsible for the overall structure, content standards, brand consistency, and publishing rules.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">Editing means contribution.<\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">An editor contributes or updates content within an approved framework. This distinction becomes particularly important when a large organisation has several departments and offices managing different parts of the same website.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">2. Establish a Clear Ownership Model<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">For most medium and large organisations, I recommend dividing website responsibility into three main levels:<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">1. Site Owner<\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">The Site Owner is usually someone in Marketing, Communications, Corporate Affairs, or another senior function responsible for the organisation\u2019s public communication.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">This person is accountable for the website as a whole. The Site Owner should oversee the following:<\/p>\n\n\n\n<ol class=\"wp-block-list\">\n<li>Website strategy<\/li>\n\n\n\n<li>Brand consistency<\/li>\n\n\n\n<li>Information architecture<\/li>\n\n\n\n<li>Content standards<\/li>\n\n\n\n<li>New page types and templates<\/li>\n\n\n\n<li>Overall publishing governance<\/li>\n<\/ol>\n\n\n\n<p class=\"wp-block-paragraph\">There should be one clearly identified Site Owner or a small authorised team. Website ownership should not become a vague responsibility shared by an entire department.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">2. Section Owners<\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">Section Owners are responsible for specific areas of the website. For example, HR can own the Careers section. The Legal department can own legal information. A business unit can own its service pages. Corporate Affairs can own news and public announcements.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Section Owner is responsible for ensuring that information in their area remains accurate and relevant. They do not necessarily need authority to change the website design.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">3. Contributors<\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">Contributors are staff members who create or submit website content. They may write a news article, submit an event, prepare a staff profile, or request an update to an existing page.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">However, contributors should normally submit content for review rather than publish directly.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">This structure allows the people with the most knowledge about a subject to contribute without giving every contributor unrestricted control over the website.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">3. The Role of IT<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">IT should manage the technical side of the website. This typically includes:<\/p>\n\n\n\n<ol class=\"wp-block-list\">\n<li>Hosting<\/li>\n\n\n\n<li>Security<\/li>\n\n\n\n<li>Backups<\/li>\n\n\n\n<li>User access<\/li>\n\n\n\n<li>Software updates<\/li>\n\n\n\n<li>Server infrastructure<\/li>\n\n\n\n<li>Website availability<\/li>\n\n\n\n<li>Technical troubleshooting<\/li>\n<\/ol>\n\n\n\n<p class=\"wp-block-paragraph\">IT should generally not be responsible for deciding what the organisation says publicly. A common problem in large organisations is that IT becomes the de facto website manager simply because IT controls administrator access.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">This creates an unnecessary bottleneck. Marketing or Communications may know what the organisation needs to communicate, while IT knows how to keep the website secure and operational. These are different responsibilities. I recommend separating them clearly.<\/p>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<p class=\"wp-block-paragraph\">IT manages the technology. Marketing, Communications, and relevant departments manage the content.<\/p>\n<\/blockquote>\n\n\n\n<h2 class=\"wp-block-heading\">4. Build an Approval Workflow<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">What we often advise is that once ownership is defined, the organisation needs a simple workflow for publishing content. I recommend a structure such as: Contributor &#8211; Section Owner &#8211; Site Owner or Delegate &#8211; Publish.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A contributor prepares the content and submits it for review. The Section Owner checks the content for accuracy and relevance. The Site Owner or an authorised delegate checks the content where necessary for brand, structure, and presentation.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The content is then published. Note also that for organisations operating in regulated sectors such as <a href=\"https:\/\/enspirefx.com\/industries\/financial-services-web-design\/\">finance<\/a>, <a href=\"https:\/\/enspirefx.com\/articles\/tag\/healthcare\/\" data-type=\"post_tag\" data-id=\"695\">healthcare<\/a>, and <a href=\"https:\/\/enspirefx.com\/industries\/law-firm-web-design\/\" data-type=\"page\" data-id=\"240859\">legal services<\/a>, a legal or compliance review may also be required for certain content.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The important point here is that every stage should have a clearly identified person responsible for it. And this does not have to create unnecessary bureaucracy, because a good workflow can allow routine updates to move from draft to publication quickly while preventing uncontrolled publishing. Assign Responsibility for Maintenance<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">Website governance does not stop when content is published. Large websites become outdated because many organisations focus on publishing new information but fail to assign responsibility for reviewing existing information. What I mean is that an organisation may have:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Former employees still listed on the leadership page<\/li>\n\n\n\n<li>Expired job vacancies<\/li>\n\n\n\n<li>Outdated service descriptions<\/li>\n\n\n\n<li>Old contact information<\/li>\n\n\n\n<li>Previous office locations<\/li>\n\n\n\n<li>Outdated reports<\/li>\n\n\n\n<li>Broken links<\/li>\n\n\n\n<li>Old campaign pages<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">Surely someone must be responsible for identifying and correcting these issues. I recommend that Section Owners review their sections at least quarterly or twice a year, depending on the size and nature of the website.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The organisation should also maintain a process for reporting outdated information when staff notice it between scheduled reviews.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Website maintenance should therefore be treated as an ongoing responsibility, not a task that ends when the website launches.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">6. Document the Governance Structure<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">Every large organisation should have a simple website governance document that defines the following:<\/p>\n\n\n\n<ol class=\"wp-block-list\">\n<li>Who owns the website<\/li>\n\n\n\n<li>Who owns each section<\/li>\n\n\n\n<li>Who can edit content<\/li>\n\n\n\n<li>Who approves content<\/li>\n\n\n\n<li>Who can publish<\/li>\n\n\n\n<li>Who manages technical access<\/li>\n\n\n\n<li>What requires legal or compliance approval<\/li>\n\n\n\n<li>How outdated content is reviewed<\/li>\n\n\n\n<li>How new page templates are approved<\/li>\n<\/ol>\n\n\n\n<p class=\"wp-block-paragraph\">This document does not need to be complicated. A clear one-page governance framework can eliminate a significant amount of confusion. It also helps when employees leave and new employees join. The organisation does not have to recreate its website management structure every time there is staff turnover.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">The Underlying Principle<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">Finally, note that website governance is not merely about preventing people from contributing, but its about making it clear who is responsible for what.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A large organisation can give several people access to its website without giving them all ownership of the website.
